Raising awareness and capacity building for the transition to a low-carbon society

Developing new knowledge and competences is a very important factor in the process of making a sustainable change and the transition to a low-carbon society, which is substantiated by international reports, analyses, strategies and documents. Therefore, Article 6 of the UN Framework Convention on Climate Change, Article 10 of the Kyoto Protocol and Article 12 of the Paris Agreement unanimously encourage education, training, providing information and raising awareness of the public about climate change. Even though most of the stakeholders are well aware of the urgency to adopt measures to mitigate climate change and support them, there is often a lack of motivation to take actual action as well as a lack of implementation capacities, especially a lack of interdisciplinary knowledge and competences in the key areas for the implementation of measures and projects. Therefore, it is essential to develop integrated and adapted training and education courses, as well as relevant mechanisms for monitoring progress in key areas. Accordingly, we cannot disregard the importance of the system that would facilitate individual's lifestyle changes and help them in their transition to a more sustainable way of life.

The objective of this activity is to raise awareness of key target groups and the general public about climate change and its consequences for Slovenia, and about national climate policies and measures to mitigate climate change as well as muster public support for climate policies. To this end, documents with information on the physical, political and legislative background of climate change mitigation, collections of good practices substantiated with video content and field inspections, multimedia presentations, lectures, and exhibitions for the general public will be organised.

This activity addresses the issue of non-implementation of the planned policies and measures which is the consequence of the lack of knowledge or even will to use new technologies. The outcome of this activity will be an optimal training plan and an established qualification platform for an effective environmental and energy-efficient education.

C2.2.

This activity addresses the identified need to train specific target groups for a better implementation of the OP GHG measures.
Thirteen training plans will be carried out, namely on green public procurement, energy performance contracting, energy renovation of buildings, energy management in public buildings and industry, preparation of local energy concepts, and on some solutions and technologies in the field of energy performance of buildings.
This activity will also improve the implementation of measures regarding the energy efficiency and the use of energy from renewable sources.

The goal of this activity is to empower local communities, especially municipalities, to contribute to the goals of emission reduction with implementation of community projects in the field of energy, mobility, local circular economy and food supply.

C2.4

The main purpose of this activity is to address the knowledge gaps for the transition to a low-carbon society and knowledge creation regarding this field in various higher education programmes. To this end, the activities will include:

  • an analysis of Slovenian higher education programmes regarding the inclusion of topics relevant for the understanding of climate change and the transition to a low-carbon society;
  • an evaluation of selected national higher education programmes regarding a needs analysis in economy (current and expected future needs);
  • a comparison of selected higher education programmes with the programmes of important European universities and research centres, and Pan-European programmes, e.g. EIT Climate KIC;
  • recommendations for higher education organisations based on the performed analyses to include topics about climate change and low-carbon societies in their programmes and modules;
  • an evaluation of non-formal programmes and training courses, and informal learning of adults and youth on the topic of climate change and the transition to a low-carbon society;
  • updates to occupational standards and qualifications which serve as the basis for the establishment of higher vocational college programmes in Slovenia in regard to the topics connected with climate change and a low-carbon society, and establishment of guidelines for competences for sustainable development related to these topics;
  • implementation of several international research camps and summer schools about the new concepts of the transition to a low-carbon society for university students, professors and other stakeholders;
  • support for the activities of the Climate KIC European initiative in Slovenia.

This activity addresses the lack of knowledge and competences of public employees for implementing climate change mitigation measures. Empowering, raising awareness and providing information for public employees at national and state levels in the fields of climate policies, energy efficiency, renewable energy sources, sustainable mobility, green offices, etc., can contribute to a more efficient transition to a low-carbon society. Their inclusion as stakeholders can accelerate the implementation of measures to reduce greenhouse gas emissions as defined in the OP GHG. The goal of this activity is to build public employees' capacities to implement measures for emission reduction through workshops and guidelines.

The purpose of this activity is to raise awareness among young people (from 16 to 24 years old) and young families (up to 40 years old) about voluntary actions to mitigate climate change. A change in the habits of young people has the potential to become permanent and can accomplish the desirable change to their behaviour. To this end, the digital campaign will entail a series of short animations with compelling photos to attract the attention of the target group. The key messages of the campaign will be based upon the principles of plastic-free living, sustainable mobility and the economic benefits of voluntary measures in the relevant project areas.

A hackathon is a form of a design-thinking event about a specific topic with the aim of finding new solutions for already existing problems. Within the project, a series of hackathons (3) will be organised where brainstorming sessions about climate change mitigation will be held. The aim of the first hackathon is to acquaint the participants and the general public about this topic, connect the results of integration of young people into voluntary actions and to identify possible ways of addressing the public about this issue with concrete solutions.

As a complementary activity to the C4 Quality assurance and improvement of efficiency in construction renovation, and C6 Development of financial instruments and activation of other financing sources for construction renovation in the housing sector and for energy efficiency in private companies campaigns, the aim of this campaign is to change habits of individuals and organisations in the field of energy usage. We will try to accomplish this with an online campaign aimed at households and individuals. The campaign will directly complement the measures in the field of energy efficiency in buildings, and raise the profile of activities and results.

Throughout the project duration we will engage with national and international stakeholders in order to inform them about the project and its activities, objectives, approaches and results.

Every year, the project results will be presented to the students enrolled in master's and doctoral study programmes. It is expected that the presented results will serve as additional incentive for students to perform further studies. Consequently, this could result in the broader impact of the project.

The aim of this event will be to present the state of the implementation of the targeted strategy from a national standpoint. The secondary objective will be to present the international perspective on the developing policies and the tested methods for the reduction of GHG emissions.

The Enough for All Conference: A solar power station in every community

"The time to set goals and discuss strategies has passed. Now is the time to act," says Dr Jonas Sonnenschein from Umanotera, which decided that this year’s national conference topic will be community solar power stations, precisely because of the important role they can play in the necessary speedy decarbonisation of the electricity power supply in Slovenia. More than 140 participants, including representatives of municipalities, regional development and energy agencies and state administrations, as well as representatives of civil initiatives, non-governmental organisations, research institutions and companies, attended the conference to learn about the new legal framework and inspiring successful practices from Slovenia and abroad.

Formation of the Partnership for Sustainable Land Use and Forestry

On Friday, 14 May 2021, the Slovenian Forestry Institute (GIS), in cooperation with the partners in the LIFE IP CARE4CLIMATE project, organised an online consultation session entitled Partnership for Sustainable Land Use and Forestry. The purpose of the event was to shed light on the "land use, land-use change, and forestry – LULUCF" (sector) and possibilities to mitigate climate change and reduce greenhouse gas (GHG) emissions in the sector and disseminate information and awareness among the general and expert public on the role of LULUCF in achieving the EU’s climate goals (2030–2050). The formation of the "Partnership for Sustainable Land Use and Forestry" (more than 70 participants joined the partnership at the meeting!) will strive to improve cooperation between key institutions and encourage the general public to become actively involved in climate change mitigation activities in this area. The partnership will bring together the agricultural, forestry, wood processing and environmental sectors to develop new strategies for climate change mitigation.

Exhibition on the Krakovo Embankment: On the Hot Side of the Alps

Umanotera, in cooperation with Ljubljana Tourism, staged an exhibition on the Krakovo Embankment entitled On the Hot Side of the Alps – Life in the Time of Climate Change. The exhibition portrays the consequences of climate change that will be felt in Slovenia if greenhouse gas emissions are not reduced quickly and decisively. The new, expanded edition of the exhibition, which has been touring Slovenia for a year, also shows the clearly visible climate changes that have already taken place in Slovenia.
